The aim of the planning phase is to identify the gaps and capacities of the participating units. Besides the design of the exercise, these meetings also serve to develop necessary trainings. The planning phase covers management, logistics, search, rescue and medical topics with the cooperation of the project team and the technical experts group.
Preparation activities include local and introduction trainings to ensure good understanding of UCPM and HNS. All units participating will be required to successfully complete the e-learning course beforehand. Mobile application will support the coordination of events (incl. meetings, trainings and exercise) and the evaluation by providing questionnaire for real time evaluation, customized for each responder group.

The exercise will have a great coordination challenge due to the multiple locations and requirement of redeployment from one location to another. Each exercise location will have a sub-scenario. This will allow to create a realistic environment, where the participants can exercise the full mission cycle: (monitoring,) mobilization, deployment and demobilization/redeployment (debriefing).
The way forward will give the platform for joint discussions and analysis of evaluation results. In conclusion , it will outline the basics of unified flood operations in the Danube Region.
